2026城鎮韌性(防空)演習注意事項:
一、中部地區2026城鎮韌性(防空)演習訂於115年8月10日(星期一)14時30分至15時,實施30分鐘警報傳遞與發放、疏散避難、交通及其他必要管制、災害救援(由主管部會演練通訊網路受阻)等實作演練。

二、演習警報發放後,全區人、車管制,第一優先應就近進入防空疏散避難設施、地下室或聽從警察、民防執勤人員引導避難;若周邊無防空疏散避難設施,或無法及時進入防空疏散避難設施、地下室時,則就近尋找堅固且遠離窗戶之區域,依「兩牆原則」實施避難。

三、演習地區之團體、公司、廠(場)或民眾,未依民防法第21條、防空演習實施辦法第12條規定,配合演習命令之管制及演練,依民防法第25條處新臺幣3萬元以上15萬元以下罰鍰。

四、內政部避難指引中強調「地下優於地上」、「室內優於室外」等基本原則,並提醒民眾應遠離外牆、門窗與易碎或危險物品,選擇與爆炸源之間隔有兩道牆以上之內部空間作為臨時避難位置。若無法及時進入建築物或防空疏散避難設施,應即採取趴下降低高度、保護頭部、背對爆炸方向等防護姿勢,以降低爆炸震波與飛散碎片造成之傷害。

五、本年度「城鎮韌性防空演習」首度納入行動網路降速模擬演練,中部地區將於8月10日14時30分至15時實施30分鐘降速,僅保留語音通話與簡訊服務。

 

2026 Urban Resilience (Air Defense) Exercise — Important Notes

  1. Exercise Schedule: The 2026 Town Resilience (Air Defense) Exercise for Central Taiwan is scheduled for Monday, August 10, 2026 (Year 115), from 14:30 to 15:00. This is a pre-announced exercise featuring a 30-minute simulation of siren broadcasting, evacuation and sheltering, traffic management, and other necessary control measures.
  2. Personnel and Traffic Control: Once the exercise sirens sound, human and vehicular movement across all areas will be restricted. Priority must be given to taking shelter in nearby air defense evacuation facilities or basements, or following the guidance of police and civil defense personnel. If no air defense facility is nearby or accessible in time, find a sturdy area far from windows and seek shelter according to the “Two-Wall Principle.”
  3. Penalties: Any group, company, factory, or individual within the exercise area who fails to comply with the control and drill orders under Article 21 of the Civil Defense Act and Article 12 of the Regulations for Air Defense Exercises shall be fined between NT$30,000 and NT$150,000 in accordance with Article 25 of the Civil Defense Act.
  4. Shelter and Protective Posture: The Ministry of the Interior’s shelter guidelines emphasize core principles such as “underground is better than aboveground” and “indoors is better than outdoors.” The public is reminded to stay away from exterior walls, doors, windows, and fragile or hazardous objects, and choose an interior space separated from the blast source by at least two walls as a temporary shelter. If unable to enter a building or air defense facility in time, immediately adopt a protective posture by lying prone to reduce height, protecting the head, and facing away from the blast direction to minimize injury from blast waves and flying debris.
  5. Mobile Network Throttling Simulation: For the first time, this year’s exercise includes a simulated mobile network slowdown. The Central Taiwan region will experience a 30-minute mobile data throttling event on August 10 from 14:30 to 15:00, during which only voice calls and SMS services will remain fully functional.
